In 2005, the United Nations General Assembly approved a new UN mechanism for funding humanitarian emergencies — the Central Emergency Response Fund.

Various country-based pooled funds have also been established over recent years.

But these new mechanisms have sometimes hindered the delivery of emergency assistance to those in need.
