Exclusion of NGOs: The fundamental flaw of the CERF

When the Central Emergency Response Fund (CERF) was created, Save the Children warned that unless NGOs had direct access, it would fail to provide fast and efficient funding to first responders in emergencies.

NGOs deliver over 50% of direct humanitarian relief (some argue up to 80%). Despite this, they do not yet have direct access to the Central Emergency Relief Fund. This is more than an oversight — it is a fundamental flaw.

We believe that unless NGOs with proven competency gain direct access to the CERF, it will remain deeply flawed, and the fund will never reach its potential to save lives on a wide scale.
